Under a new law, people arriving at the border of Hungary who wish to seek asylum will be turned away and directed to declare such intent at a designated Hungarian Embassy.
The High Commissioner says she is deeply shocked that children are forced to sleep on the floor in overcrowded facilities, without access to adequate healthcare or food, and with poor sanitation conditions.
